1. less than
2. equal to
3. more than
4. less than
A way to solve this is to do what Seymor said.
What you do is simply simplify the fractions.
5/14 is around 0.357
3/7 is around 0.428
Now is 0.357 more than 0.428 or is it less?
It's obviously less, so you use "<"
The next one is easy. As you can see, 10/15 isn't simplified. You can simplify it to 2/3.
2/3=2/3 so you write "=" or "equal to".
Just simplify them with a calculator and then find out which one is more, less or equal.
An easy strategy is to use wcannoodle's way. Cross multiply or do whatever to manipulte the numbers so that they have common demoninators. Then compare their numerators to find the answer.

5/14<3/7 (0.357<0.428)
2/3=10/15 (0.667=0.667)
11/15>5/9 (0.733>0.556)
17/24<11/12 (0.708<0.912)
*Tips, you can use a calculator. Take the top number divided by the bottom number.
