Regarding "longest," my guess would be Biden. After all, this is his sixth term in the Senate. I can't think of a candidate who tops him on longevity.
Regarding "most consistent," that gets more subjective.
I'm inclined to agree with those who answered "Ron Paul," as he appears highly invested in the libertarian philosophy. My second guess would be Kucinich, who almost always votes with the progressives.

This question is easy. While most legislators vote based on mutual advantage, Ron Paul votes on principle and always votes no when the legislation violates the Constitution. This is so common he is known as, "Dr. No" on the Hill.
