Hi my name is Oskar and Im 16, I'm hopefully going to get a manager but he's asking for 20% of my income in modeling/acting. Is that to much? I'm asking because Im new to all this acting and modeling stuff so I dont know if he's ripping me off or not.

That depends on how well he does his job. I would suggest a temp contract. Ask for references

10 to 20% is acceptable but limit your contract to a period of time with option to renew. Don't get locked in for a long time because you might want to move on. Talk to more than one agent and see what percentage is current.. You do want an agent with connections with good sources so see who else he represents. 3% isn't any good if they can't get your work. ?When I first started in modeling my jobs came from my school and they didn't take any commission.

10% is the standard for acting. I don't know what it is for modeling. You don't need a manager, they are usually rip-offs. You need an agent. If you have no experience and your are not outstandingly attractive, no decent agent will take you until you have a strong portfolio and have developed a saleable look.
