For example in State A item 1 is legal and you live in State B where item 1 is banned but you order it form State A what laws if any are being broken

Interstate commerce laws. And the law within State B, which says you can't have the item.

Yes, certain fireworks are illegal in ILL. but legal in IN. If you bring them across the state line and are caught you will be ticketed and fined. The state police sit and wait for people to come out of those stores and drive back to ILL. around the 4th.
