In GTA: SA, where is the utility trailer located?

The reason I ask is because one mod called merit camping, I can firnd thr merit but I can't find the trailer. The mod replaces the Utility Van.

I think that you are talking about the trucks that carry cars. The truck that can carry cars can be easily found in the desert region near the Desert Airport driving on the road, and some of the trucks will be parked in some parking lots.
