The only way that you can use them is to pay them for the rights, produce it for personal use, or use it in a satire.

If the shirt just says 'I love the University of Such and Such', that is Fair Use and legal. If the shirt says 'University of Such and Such', that is trademarked and illegal. If you use the logos of two universities in a satire, such as one mascot urinating on the logo of the other rival, that is Fair Use, also.

If it is obvious that you are not affiliated with the university, you can use their logo or name, but if the item looks like it might have an association with the university, you can't.

Check the Fair Use Clause of copyright law.

The best answer is NO.
Their names cannot be copyrighted. These are the reasons:
1. They are covered by Trade Names Law or any equivalent law in any country or state;
2. The names they used are already considered public domain. Meaning, anybody can utter or print it in any form of instrument.
However, there are privileges granted to institutions to pursue or to prosecute those who had been illegally using the name of a corporation such as a school.

The colleges and universities own the rights to there names, as such they license the rights to use their names in any commercial product. Check the price of a t-shirt with no name and a shirt with the college name on it. Also, look at the label to see the licensing rights.

Nearly all have a copyright on their logo - so you can't reprint it and sell it on a t-shirt without getting their permission and giving them a portion of the profits.
