Thanksgiving used to be celibrated on the last Thursday of November prior 1941.
Since their is times when their is 5 Thursdays in the month of November Congress passed a law in December 1941, to ensure that all Americans would celebrate a unified Thanksgiving on the fourth Thursday of November every year.
