Usually, you're in charge of your own dancing when you learn ballroom or salsa, especially as an adult. There are very few good schools that have consistent ballroom dance program, most other that claim to have them are just good at getting your money.

Well, you go to beginner classes. Usually, people start out with group classes because you're learning steps anyway, you're not ready for technical details. Once you're somewhat familiar with the common basic steps you can either concentrate on technique or on learning more steps. You practice by going to social dance.
If you decide to compete then you probably will realize very soon that you need private lessons, regular partner and practice time that's not a social dance.
There are syllabus levels in ballroom, but they are there mainly as a guidance. It tells you wich steps are easier, which steps are harder. People usually don't take syllabus exams unless they want to become dance teachers. There is no syllabus in salsa, not an officially recognized one anyway.
