Order of operations says to do exponents first, then all multiplication and division from left to right before addition and subtraction unless there are parentheses.

x to the 0 always equals 1
4 x 64 + 3 x 1=
256 + 3=259

2^2 * (2^3)^2 + 3*(2^3)^0

now it is all in base 2:

power to a power is the same as multiplying the powers
number raised to a number times another number raised to a number equals that number to the addition of the powers...

2^2* (2^3)^2 = 2^2 * 2^6 = 2^8
3*(2^3)^0 = 3*2^0 = 3*1 = 3

now add:

2^8 + 3 = 259
