Style.
I mean you have to find someone you relate to. Clothes are deffenitly a great way to tell what a person could be about.

I would have to say their clothes first. If a guy has gross, sloppy clothes on, you won't even look at their face. I'm not saying they have to be dressed perfectly but it makes a first impression. Of course a nice smile (therefore the face) is always something you notice.

If their clothes really stand out, I would notice their clothes first. But, if they're are wearing regular clothes, I think I would notice their face first.
