Sure, but it depends on your definition of comfortable. I worked at the bank for many years and saw people who made over $200,000 per year that felt like they were broke and others who made less than $30,000 who were very comfortable. I think one of the biggest factors in determining whether a person would be happy with between $30,000-$60,000 is their cost of living. For example, it is unlikely that a person in California, New York, or Hawaii could be super comfortable at that rate, but a person who lived in many other states very well could be assuming that they didn't have their expectations too high.

Right now you can get close to 5% interest on CD's if you look around, and interest rates are pretty low right now. That would give you $50K per year. A person could live comfortably on that in most areas - not live really high, but reasonably well.

clearly depends on the interest rate. if you get 3% from that, 30000, is that enough to live comfortably ? probably not becuase there is still a lot of bills like electricity and cable, and can insurance and health insurance and so on. Additionally you have to pay taxes on the money you have.
I would say with the inteerest being anywhere from 5%+ you can do it depending on your needs , number of kids, and quality of life.

Probably, banks give better interest rates on larger accounts. So for a million you might get around 7.5% instead of 3%
