the young adult is definitely unable to work or drive, but they are not sure what the problem is. it's not that the young adult wants to mooch off of the parents or that the parents don't want to help, it's just that the parents can't have someone who has no way of working live with them forever.

they think there is some kind of disability since most people can learn to drive, they just aren't sure what it is.

You would look at a group home. Contact your local government and check under health services. Be aware that waiting lists are long.

Is the young adult disabled ? If the young adult is unable to work or drive are they really mooching ? I would imagine the parents would want to take care of their child.

Best of luck to all involved...does not sound like a happy situation for anyone.

They need to know what kind of disability the person has and why they are unable to get around on their own. If the disability is that bad than the person might be eligible for Social Security disability. So that they wouldn't have to "mooch" off of their parents. But the parent should also make arrangements for someone to take care of this person when they are no longer able to take care of them themselves. My parents made sure that my sister was in a group home when they become unable to take care of her, She was happy and she lived there until she died in an accident 2 years ago. She would come home for the holidays and on weekends when she wasn't doing something with the group home, But during the week she would live there and go to work at a sheltered work shop. B made friends and went a lot of places with the group home and her friends there. That might be an option that would work for your friends.

If the person has physical or mental challenges, the government may be able to put them on long-term or permanent disability. If so, they could get a small apartment and play video games or TV or whatever all day and they won't be a financial or social burden on the family. I've had tenants like this. Parents still keep in frequent contact and the young adult sustained an independent sense of freedom.

You don't list age, no one knows the disability, what kind of training he's had, what kind of work he could do. It's almost impossible to help resolve issues with the lack of knowledge here.

What I would like to do is look at the concept of why parents *can* afford to take care of kids for 18 years, and then suddenly they can *not*. It's pretty endemic in Western society, and yet many other cultures it's typical for offspring to remain in the family home for much longer. Why is it that at 18 parent's suddenly can't afford to feed the same child that they fed the day before? Weird.....anyway, nothing about your post, well, maybe a little but it's late and I'm feeling philosophical.
