What is "happy slapping"?

'Happy Slapping' is a 'craze' here in the UK wherein people slap random members of the public and record it either on video or mobile phone for the later enjoyment of others, I just don't understand it, but the fact is, the craze is mainly common among what I'd call the 'flotsam' of society, usually young, disadvantaged young people with nothing better to do. Quite sad really.
