He knows Government works either for good or bad. That is why he is a constitutionalist. Government in its proper roll constrained by a constitution (direction from the governed is good). Government out of control, doing as it pleases in spite of the constitution is bad.
He is not a defeatist. He is a talk softly carry a big stick constitutionalist. He thinks we should be kicking Osamas but in Afganistan/Pakistan not securing our oil interest in Iraq.

The difference is his record he isn't just speaking he is doing. Big difference! He says that about Bush II illustrating the point that we have been lied to and will continue to get the same unless we elect a different type. Walker as well as talker.
