Because your age, if figured from your date of birth, is 100% accurate. If figured from your date of conception...

What day, exactly, were you conceived. Can a doctor tell you precisely? Did you go full term, exactly nine months? 30 day months or 31 day months? Were you born a week early? two weeks? Five days late?

Do you see how ridiculous the concept of figuring age from conception date is?

We are sure of the birth date. In developmental pediatrics, they correct for premature birth.
