The answer is y=x+2.

You invert the x to make it -x because it is perpendicular so you get for the formula that you plug the numbers into is...

y=1x+b

the oyu put y and x in and y=-1 and x=3

so...
-1=-1(3)+b
-1=-3+b
2=b

put the numbers in and

y=-1x+2

-1 = (y+1) / (x-3)
