I am pretty sure I remember hearing that you are supposed to dig up your Dalia bulbs before winter. If that is true, when is the best time to do it and where is the best place to store them?

After the first frost, you dig up the tubers. Cut about six inches above the ground and discard the rest of the plant to the mulch pile. If you live in an area that does not have below zero temperatures, the bulbs can be left in the ground but should be mulched with about 10 inches of mulch. Because dahlia bulbs are really tender tubers and not bulbs, ,they should not dry out completely. Sawdust will suck all of the moisture out of the tuber and the tuber will not survive. You will need to dry the tubers but not dehydrate. Hang them upside down and allow them to air dry for about two weeks. Store them in peat moss but not in a room that will go below 45 degrees.

verify with a gardening club the place you reside-- because of fact the 1st person suggested-- the place the dalia bulbs are and how sheltered would make a distinction-- whether, this plant is community to southern Mexico-- been hybridized for some years-- and that's reliable sufficient. I stay in zone 7-- with south dealing with flower mattress shielded from north winds-- mine will do ok. good success

Depends on where you live.I leave mine in and they do fine.if you get heavy frost lift them when all the leaves have died down cut stalk off leaving couple of inches .Dry out upside down store in dry compost or sawdust in frost free area.
