A baby common snapping turtle, a few plants (fake), a few ghost shrimp, rocks (not pebbles), a molly type minnow thing. and i would like to put a small group of tetras like 3-4. Would i be able to do all this even if there is a carnivourous turtle in there. As long as they aren't dead their safe from the turtle. I put the molly/minnow fish just to check if the water is right. What would happen if my snapping turtle were to eat the neon tetra. the tank also is a 10gallon but a filter for a 20gallon +

Your choice of fish sounds fine, and is perfect for your tank. The only problem is the turtle. All turtles will readily eat fish when they get they get large enough (all turtles get large enough)... Get the turtle out, and you can add some more fish... Contact me if you have any questions.

3-4 inches of what? Of water? 3-4 inches worth of water in a 10 gallon tank isn't going to be enough to support the fish.

It sounds like you want to set up a turtle tank. If this is the case, any fish that are put in there are going to become a meal. Your turtle will outgrow the tank as well. Pick up a book on turtle care and look at your housing options. If you intend to keep a turtle, it's usually cheaper to design your own enclosure for it rather than buying larger and larger aquariums as it grows.

Aquatic turtles should have 10 gallons per inch plus an area for basking.
