there is a vacuum leak (air leak) somewhere between the throttle plate and the valves. Most likely a vacuum hose but could be the intake manifold gasket. The idle control motor can only control it within a narrow range. Use a can of starter fluid. spray in short bursts around the engine. When you are near the spot of the leak the engine will speed up due to the starter fluid. Think of it like a mechanics game of Marco, Polo.

It nay be that the throttle body is dirty and causing the throttle plate to not close. This would send a signal from the throttle position sensor to the ecm that the engine needs more fuel and cause a high idle. Just a thought.

I partially agree w/ Joseph, but I would use carb cleaner vs. starter fluid, less of a chance of a inexperienced hand blowing a gasket or having a fire.

it probly has a vacum leak get a vacum gage and check all your hoses
