what could be wrong with it?

The quad has only covered 630 miles since new and is only 2 years old. It runs o.k, other than a little tapet knock, and pulls fine on take off. It just doesn't seem to produce power after a few thousand r.p.m, i.e 1st gear it'll go to say 14 and then it takes the rest of them to get it up to 20 m.p.h

If it's been sitting for a while without being run, the floats in the carb could be stuck, only allowing the float bowl to fill half way.
Lack of fuel would prevent it from getting up to speed.
Without seeing the machine, that's all I can suggest at the moment.
Clean the carb.
