They strive to create an even temperature, but there's always a draft. Also, your body temperature is affected by the outdoor temperatures, so that when you come into the AC on a hot day, you still feel warm.
Kinda like how after you do some indoor aerobic exercises during the winter, you could walk outside without a coat on & feel fine.

I guess it is a mind thing. If it is cold outside then you should wear warmer clothes. Probably has something to do with fashion too.

I bring a sweater in the summer also. And the diff. is si that humidity can create diff. environments regaurdless of temp. and in the winter we go outside
