The added weight and scuffing will wear out the under carpet more rapidly plus it is likely to get mold more readily. A good area rug would be ok (Same thing almost) but they are thicker and won't look uneven as bad as new carpet over the old and most owners don't see them as being as bad.

Answer number two offers a valid suggestion about wear. I've been a landlord often, and if you left my place the way I rented it to you; I still might tear out everything and re-do it.
There are a couple of issues I can relate that might suggest an outcome; however I also answer EVERY "CAN I" Q, with,,, "Certainly"
The issues,,, and I'm sorry, I'm ignorant as to defining RUCKING???
First of all carpet base material is extremely abrasive, though I suspect the landlord hasn't recently installed NEW carpet anyway, before you moved in.
Second,,,and this may relate to RUCKING??? carpet on carpet tends to slip/slide/bunch; and possible be as annoying as UGLY, already installed carpet.
Thank you for suggesting against the wishes of the landlord....but even in this case you might at least ASK, or suggest your notion?

I'd go with an area rug--you often see orientals over the top of carpeting. Besides, an area rug is easier to take with you than a carpet cut to fit (even loosely) a room. If you have a Tuesday Morning store near you, you can usually get nice area rugs at very reasonable prices there.

As a landlord I would have to say, to my tenants, no. However if they were willing to spend and extra $15/mo I would replace the the carpet for them. Then again, my rentals are small. If you didn't like the carpet when you moved in you should have worked something out with your landlord then. Now that you're in, he/she might not really care if you like the carpet or not. Sorry!

As a landlord you should have asked before you signed the lease if this would be permitted. Let me tell you if I came to inspect the space & saw what I think you're talking about doing --- I'd be pissed!!!!!
