Palmeiro's Congressional testimony was investigated after his 2005 suspension for steroid usage was imposed. Congress' investigatory arm reviewed his testimony, which was under oath, and other circumstances, and concluded that there was insufficient basis for pursuing perjury charges.

Lying to Congress is a crime, oath or not. Proving such, however, is difficult in good times, and near-impossible when both houses have largely abandoned their oversight responsibilities.

NBD anyway; Selig has lied to Congress as well.

When the feds and prosecutors have enough evidence for a case. So far, they've just been working on Bonds and haven't gathered the evidence on Palmeiro.

Palmeiro lied to congress, not a grand jury. He didn't impede a criminal investigation with his lies. I don't think Palmeiro can even be prosecuted in the Criminal Justice system, but congress could do something if they wanted to. If you want to see something done, write your congressman.
