They are different. Washing soda is sodium carbonate, Baking soda is sodium bicarbonate, therefore they cannot be substituted for one another. Washing soda is more alkaline than baking soda.
You can usually find Arm & Hammer washing soda at a grocery store or at Wal-Mart in the laundry aisle. If not, you can ask your local store manager to order it for you. The UPC numberis : 33200-03020.

Baking soda cannot be used in place of washing soda.

From Arm&Hammer
"We offer Super Washing Soda in a 55-ounce carton. If you are having trouble locating this product, you may want to ask your local store manager to order it for you. It may be helpful to provide the UPC number: 33200-03020."
Washing soda is hard to find. First I'd call all the stores, grocery and department like Target, and see if they have it and if they can order some. It's usually in the laundry isle.
You have shipping but it can be ordered online:

Hope your laundry detergent is a success for you! I wanted to try that but I guess it doesn't work real well with hard water and I have very hard water.

Baking baking soda turns it into washing soda according to this several sources. The one below offers the best back up to this theory and excellent instructions:

The only 'same' thing about either is the second word of each.
(Why would you want to wash or bake soda in the first place, anyway?)

don't know if they're the same or not but why would you want to make home made laundry soap?? If it's because of the environmental thing, there are many bio-degradable soaps out already. I use soda for whitening and fresh smelling cloths.
