Very difficult to answer without additional paramaters. Metals can be melted and quenched to make hardened metals. Solid Chromium is ONE of the hardest metals.

The hardest material known is diamond. Next hardest is saphire. Check out the Mohr hardness scale. Your question is difficult to answer because any particular metal can be hardened or softened depending on how it is processed. Steels (alloys of Fe & C) can have hardness values over a large range. This makes steel very useful for building things. If you want to talk about pure metals (elements) then you have to worry about how pure is pure and you still have to worry about how they are processed. Some of the hardest metals, generally speaking, are W, Os, Be. You might think that hardness is related to melting point but it is not. The highest melting point material known is HfC but it is not the hardest material.

I've heard titanium is...

But diamond I know is the hardest mineral...but obviously it is not a metal

Elementally speaking, it's titanium. There are alloys that are harder though.
