Yes. That is sexual harassment. Your first steps would be to talk to your parents about it, then the Dean at your school.
If the school does not step in, then you have good reason to press charges. At a minimum, his lifting your shirt without your consent would be considered assault.

No one is allowed to touch you like that without your permission.
There are a few options:
You could press charges and hope that it sticks. It's a touchy thing though because it will be a very time consuming process and theres a chance it wont go your way in the end.
You could also try to keep as much distance between the two of you as possible. This may be hard and require a lot of effort on your part but if you don't give him a chance to get near you then he can't touch you.
Is this high school or college? If it's high school then go to the school counselor or the principal or a teacher that you trust and let them know what is going on. They can't knowingly let this happen and have to do something.
You could physically defend yourself by kicking or elbowing or punching him when he does that. That is not the best option as 1) it may excite him to see how angry and aggressive what he is doing makes you 2) you could be the one that gets in trouble instead.
Don't let this continue. You can do something about it and this @$$hole needs to learn that he can't do whatever he wants to you. Be strong!

It may not be considered "sexual abuse" but it IS sexual harassment and your school should be able to do something to stop it. If the school and your parents can't then the police will especially with witnesses. Something definately needs to be done cuz it sounds like it's been happening for a while if he goes from just talking crap and realizing he can get by with it now he's going to lifting your shirt. Next if you let him get by with this he'll be attempting to rape you or something just as bed. He's a scum bag piece of sh*it and needs prosecuted.

This is happening at school. Most schools here in the US have zero tolerance for sexual harassment of any kind. Tell your teacher, your principal, your counselor, anyone you have to tell to get action. Tell your parents. Lastly, tell the police. If you go to the police, you will most likely have to file a formal charge against the boy, which will probably result in his arrest.

That's sexual harassment. You should report it to the school's principal or counselor. Just make sure that you're not smiling or laughing when he does those things, cuz if you are, that's giving him the wrong impression - it'll make him think it's ok cuz you're not mad. Make sure you tell him to stop it in a serious voice so he knows you mean business.

Sounds like assult to me. It's important not just for you, but for all the girls at your school, to report this, and send a message that this will not be tolerated. Of course, that is if your administration is top of things. Don't worry, he's not going to jail, unless he's done this to many girls or done worse. He needs to be stopped now though!

Legally this is not sexual abuse. It is considered sexual harassment if it makes you feel uncomfortable, which I assume it does by the sounds of things, and I don't think you would have any issue with cooberating testimony since it seems he is trying to make it publically known.

yep, report him to the head of the school. Give them 1 week to 'investigate' and cause the guy to 1) stop the behavior 2) apologize in writing. (if you don't get it in writing, you have no proof that any action really took place).
If the head of the school declines to act, call your local TV station news and they will usually help you because they are into getting things changed because THEY reported it.
