I have been there and done this. I hope you are asking about two fingers, one on each hand. A lot of it has to do with how far apart you hold your fingers. Also how far you insert your fingers into your mouth. There is also the position of your tongue. You will have to do a lot of practice with different positions with all three of them in order to come up with the whistle. It took me a few weeks to get there so don't be discouraged. If it is with 2 fingers on one hand , you will just about have the position for them and the rest would be the formation of your tongue and how far you inserted your fingers into your mouth. If you get the whistle , keep in doing it and try to remember what you have done so the next time it will still be there. You can do . I did.
