I don't understand quite what you're asking. If you mean how many metric tons are in 23 million metric tons, the answer is 23 million. That's too easy, so I guess you were asking something else.

You must have meant some other kind of ton besides metric tons. Unfortunately, there are at least 5 different kinds of tons and you didn't specify which one you meant.

1 metric ton equals 1000 kg.
1 short ton equals 907.18474 kg.
1 long ton equals 1016.046909 kg.
1 register ton equals 100 cubic feet.
1 ton of TNT equals 10^9 calories.

If you live in the USA, you probably meant the short ton. If you live in the UK, or if you are measuring petroleum products, or if you are in the US Navy, you probably meant the long ton. If you are figuring cargo capacity of ships passing through the Panama Canal, you'd be using register tons. If you are estimating energy output on a very large scale, such as nuclear weapons, you'd be using tons of TNT.

Finally, let's consider the source. You probably read "23 million metric tons" in a magazine, and the exact value could have been anywhere between 22.6 and 23.4 but they rounded off to the nearest whole number. Likewise, we should do the same with the conversion.

23/1.016046909=22.63675014

There is also the 'cubic' metric ton which is based on ONE CUBIC METRE !
Which usually is around 1000 kgs anyway but for shipping purposes is the same as 1000 kgs.
Its used to calculate freight for lightweight articles which occupy more SPACE than the equivalent WEIGHT.
