No but it's because of they way your head is tilted downward in the picture. It makes your forehead come down and out to the camera (it's closer then your chin so it looks bigger).

not really. and I think it also depends on your hairstyle. I never thought I had I had one, til I got side bangs. Now my forehead looks huge.
