Try liquid eyeliner. I used to have the same problem, but every since I switched to liquid I come home at the end of the day with my eyeliner looking the same as when I left. It takes a little bit of time to get used to it and to get it looking right, but I would never go back!

You didn't say what kind you use, whether it's liquid, pencil or powder. Maybe you should consider using a different form of eyeliner. To keep it from smudging under your eye, get a waterproof formula, or use a little powder as a fixative. Also, using a little less than you normally use, might help it stay on better.

Depends on the eyeliner you buy, I've had the same problem. have found L'Oreal are good and don't smudge and also Avon but only available in UK, I think.

Another tip for application is sticking it in the freezer for a few min's before applying although this obviously wont stop it smudging!

P.S. Liquid liner is great...if you have a steady hand!

wear powder cuz it helps keep the eyeliner on and not smearing. try covergirl eyeliner. they have a few differnt kinds but the one that works the best...is the one that you sharpen, NOT the twist up kind. It has a spongy triangle tip on the end. and i've used it for years and it stays on all night no matter what i do!

try puttin on eye shadow base before the eyeliner ulta makes one that works really well

Lightly dust eyeshadow over the liner. It also helps to create the "smokey" effect.

I never wear eye-liner so don't have the problem.
