Can you stil use money if it has been written on with Sharpie?

For my birthday I was given cash, but the person wrote speech bubbles coming from the president's mouths saying "look in my eyes". I know she was trying to be funny, but can I still use this money?

Yes. The government even has a program where, if your money is so badly damaged that no business or bank will accept it, you can send it (or the pieces of it) to them, and they send you a check. The only requirement is that the pieces you send must total at least 51% of the original. So you could even tear out the part with writing and send the rest to the government for a check (you do not need to do this; I am just making a point). Some of the stranger reasons that use of this program increased at one time or another include: (a) when microwave ovens became common, persons whose money got wet began attempting to use their microwave ovens to dry the money, but instead it burned, (b) in the pre-Y2K paranoia, a large amount of money was buried in containers that were not waterproof, and was soaked or muddy by the time that the owner's dug up the money.

Yes you will be fine to spend the money. The money, even if ripped into pieces can be exchanged at a bank for new money. The bank will then send the munilated money back to the fed. Writing on the money isn't going to make it un-spendable.
