John Montana, Brett Favre, and Tom Brady; and either Steve Young or Peyton Manning are best QBs. Favre, Brady, and Manning are only quarterbacks that they can defeat all 31 teams.

Great question, and it is hard to give a definite answerin my opinion as I usually think of top 5 QBs.
With that said and considering your question, I would say Joe Montana, due to the winning and statistical combination.
I don't have Marino at #1 because of no rings.
I don't have Manning or Brady at #1 because it is too soon for either of them.
I don't have Favre because as good as he is, he also has thrown more than anyone so many of his records are not as impressive to me (for example he has the most TD, but also the most INT).
I don't have Elway at #1 either although, I would probably have him as my personal #2 QB of all time, just because he comes up short of Joe Montana.

I am a biased NY sports fan, so I am a fan of Joe Namath and Phil Simms. Both are Super Bowl winning QBs.

I will name a few more QBs that many fans think are great, however, you can't go wrong with the ones, I mentioned:

Troy Aikman
Joe Montana
Terry Bradshaw
Brett Farve
Bart Starr
John Elway
Len Dawson
Charley Conerly
Y.A. Tittle
Steve Young
Roger Staubach
Ken Stabler
Dan Marino
Peyton Manning
Johnny Unitas
Ken O'Brien
Boomer Esiason

Since 1960....I gotta go with Montana, Unitas, Favre, Starr, Bradshaw, Brady, Marino, Aikman, Kelly, Staubach, Griese, Elway, Simms...Right up there are Tarkenton (maybe), Moon...
it depends on what categories you use...

Brett Favre. No one else has been as consistent, tough, and as great of a leader that has ever played the game period. Favre is the best.
