Air bubbles come up from the drain in my first floor toilet every time the toilet upstairs is flushed, or the shower is running, or the washing machine is draining. Also, the toilet doesn't always flush all the way. Usually every other time I flush it, the water rises to the top of the bowl and then slowly returns to the original level, but doesn't flush all the way. It sometimes works perfectly fine though. Oh, and I don't have a basement, my main water lines are on the same level as the problem toilet.

I would suspect you do not have proper venting.

Sounds like you have a partial blockage in or beyond the u-bend of your first floor loo.Throw some buckets of water down it,to see if it clears it,if not, your going to have to put a good drain cleaner down it,or call a plumber.
