Florida Anise cannot take too much drought, especially if it got used to irrigation. It probably is not too late to save it, but you will have to water. It is still OK to water in Georgia if it is recycled water from the bathtub, the kitchen sink, or collected "warm-up" shower water that would normally go down the drain. A lot of trouble, but it beats dead plants!

Hi:
Your leaves could be turning yellow due to the drought. I live in South Carolina and the drought has taken a toll on so many existing new and older trees and shrubs. Are you watering it due to the drought? Sometimes over watering a plant will turn your leaves yellow.

Take your finger nail and scrape the bark of a branch. If the color is green - the Florida Anise is fine. If it is brown - it could be in shock. Take a handfull of six month slow nitrogen release fertilizer and spread it around the base of the shrub. Drip water if for a good ten minutes and should help the Anise. Anise can also be tempermental at times.

I hope this has helped some and if you need any further suggestions, please feel free to contact me at my website. Good luck to you. I will link you to my simple solution section as well as my site map. The site map has everything that is on the website. Have a great day!
