that cracked me up when they sent me one. i almost didn't appeal it they were so polite.

They take great pleasure in making your life miserable and irritating you at the same time. What better way than to give you a violation that is polite?
I know where I'd like to put their thank you, but they seem to cover their backsides quite well.

Perhaps it's their way of saying that they're glad to give you the violation notice and that you made their day.
