You can spray it with some nice flocking paint and even some glitter if you want. Just keep your coats light and let them dry in between.

Although a balloon is lighter, you may have to use more layers in order to maintain the rigidity after you have popped it. You could try not to pop the balloon. A foam ball will perhaps maintain it's structure for longer, depending on the type of foam used. Have you considered a polystyrene ball?

Hi:
Your doing fine. Just apply the paper mache balls one a time then tape it together to hold it in place and apply about five layers of Paper Mache strips to really harden it up for each ball and allow it to dry over night. The tape will hold it in place until the Paper Mache paste set. Be sure to block it so it won't roll out of postion during the taping and paper macheing process as well as the drying process and put some newspapers and a piece of wax paper that is slightly larger than the base of your snowman down on the table (Newspaper first, wax paper than snowman) , this is so you can remove it from the Newspaper , { the Newspaper on the table ; is so you don't make a mess on the table.} Do not paint it, until your done pasting it and it is completely dry.
Start paint it with two layers of white latex aylitc paint, allowing it to dry overnight between coatings. than paint or decorate it any way you like and allow the paint to dry overnight. and your done.

Here one I got off the net:
Paste
1 cup cold water
1 cup flour
2 1/2 cups boiling water
1 T. powdered alum
3/4 tsp. oil of wintergreen
Mix the cold water and flour together, stirring until smooth.
Add the boiling water and mix well. Pour the mixture into the top of a double boiler.
Cook over low heat until smooth. Add the alum and stir.
Remove from heat. When the mixture is cool, add the oil of wintergreen.
