How about making a model of a car or boat to give them? Young kids have problems with putting things like that together. In fact if you give them the "kit" and then sit with them putting it together, you have two gifts, the boat/car and your special time together.

They don't want a home made gift,but if you want to buy something buy a seven year old a transformer and buy a 10 year old a wii

What about cutting up some magazines into a big collage to hang in their bedroom? That should be within your budget, just paper, glue and some careful cutting and pasting. Something like a decopage "This is My Room" type of thing to hang on their door? Kids that age love to hang posters like that on their door.

make them a toy car. use axles and little wheels and a little box for the car. then you decorate it.
