To answer this question, regardless of location, no!
Well, actually, define American Government. The American government of the Five Nations, being Native Americans, actually did give a fair deal to the Native Americans. The American government of the United States of America, being land hungry pioneers, did not give a fair deal to the Native Americans.
The Trail of Tears is one of the more famous examples of ethnic cleansing we know of today. The United States Army forced the evacuation of Cherokee from the gold-rich land in Georgia, North Carolina, and Tennesee to the dirt land of Okalahoma. The forced march was so named because the survivors were not given a choice in the move, were not given the chance to bury and mourn for their dead, and were forced to relocate and make a living next door to traditional enemies.
Some of my ancestors survived these times by marrying white men and not having to relocate.

Our goverment has never given a fair deal to the Native Americans, never lived up to any of the treaties or promises, and it is one of the many ongoing oppressions sponsored by our government.

land theft, reneging on treaties, forced migration, underiming/destruction of traditional culture, not to mention outright slaughter.
