it sounds like a soundcard problem, reinstalling the drivers might work, or your card might have carked it, in my experience inspiron have their warning sounds hooked up to the motherboard, so thats why you can hear that still.

This may sound silly but I have seen this a few times in my day. Make sure your sound is on and if you have external speakers make sure they are plugged in, physically unplug them and plug them back in (seriously) and make sure your sound is turned up in Windows,
If that all fails go to your sound properties, double-click the sound icon in your system try or go to control panel, and make sure your "master" volume is up.
Try that.
