Adjust or block off vents. Heat rises; so the lower level will always be cooler.

Add insulation to the cold room, window insulation kits are very effective, putting a blanket over the window works just as well if you don't need the light.

We had the same problem some years ago in an apartment. The heat was rising up the stairwell. We wound up putting up a blanket over the opening and trapping the heat in the lower level. We also tried putting a fan on the top landing and blowing the hot air back down to the lower level. That didn't really work too well, since the hot air was always wanting to rise.

You could try and close off the upper level vents This would force more air into the lower level.

good luck.

No matter where I have lived, my master bedroom was always the hottest room in the house. Even with the thermostat turned off it was hot. My other bedroom was always cold. I think it depends on where the sun is during the day and what room it hits. I tried blocking and shutting off the vent in my master bedroom and it still was hot. You may want to invest in ceiling fans or if you have them already set them to the winter setting or summer setting depending on the season. The fans spin in opposite directions depending on the setting.
