stop and ask yourself if its warm in the room. If it is then its just the airflow that makes it seem cold. otherwise it would be cold in the room.
Your are around 98 degrees air temp 78-80 degrees

Yes it is possible. The further away that duct is from the Heater the colder the air will seem. A good way to push warmer air in a specific room is to either close or block a vent in a room you are not using to force warmer air throughout the rest of the home.

The air all comes from the same place. It comes through the air filter and up/down (Depends if the vents in floor or ceiling) through the "Fire Box". Then it blows through the "Duct" work to the vents. As mentioned, the air may feel cool because of body temperature, distance, etc. If, you suspect a problem as one seem more warm. Look at the Duct work and be sure it not damaged and may be letting cold air in or warm air out.

actually, a good well installed system should not have any noticable difference in air temp. i would suggest a look at the ducts. check for any leaks and any severe bends along the runs.
you may also want to check and make sure your fan motor is on the correct speed for heating. it should be on low or medium speed for heating and if not, the air may not feel as warm as it should. you may need to have the motor rewired for correct setting, (not a big deal at all). put the fan switch on "on" and comapre the air speed at the vents to the air speed on "heat". it should be noticebly slower on heat.
also a heat pump blows cooler warm air than a gas or electric furnace. sometimes people complain about this as the air does not "feel" as warm as what they are used to....just some ideas. GL with it.

She is probably right. Many hvac contractors do not perform load calculations and guess at how to design the system. This can cause all kinds of weird problems with the temperatures in the home. The vents where the colder air is coming out are probably longer and may be uninsulated. For more info, check out the ducts page at www.hvac-for-beginners.com

yes, the farther the vent from the unit the cooler the air will feel in some cases depending on how well your ducts are insulated

Sure, the farther away from the heat source, the cooler the air,but you could also have a hole in the air duct as well. Get some one to check them.

if you have an emergency heat position then you must have an electric heat furnace. try to reset the breaker, make sure the breaker "clicks" off and also clicks back on, and then hope thats all it is. if not then you will need to have maintenance come out and find the problem. could be a bad thermal limit inside the furnace.
