No! A Libertarian believes that a person should "live and let live", while a Liberal believes that government should regulate most aspects of a person's life.
People's use of their wages is regulated and controlled by tax laws.
People's privacy is regulated by anti-abortion laws, seat-belt laws, motorcycle helmet laws, surveillance laws, mandatory silent meditation in school laws, and the like.
A Libertarian recognizes the need for governmental regulation, but tries to regulate for public welfare, health, and safety purposes.
A Libertarian will scrutinize a law proposed by a special interest group by balancing the need for the law with the restrictions it imposes on individual freedom.
A politician's (Liberal or Conservative) level of scrutiny can first be measured by the amount of money or votes that would be derived from supporting a special interest group's proposal. Only then will a politician consider the merits of a proposed law.

Liberals want the government to stand between the public and possible abuses from the powerful - such as large corporations or uber-wealthy individuals.
Libertarians want a small government and fewer laws - a sort of survival of the fittest and free reign to the powerful as well as freedom to the public to ignore their own safety.

yes and no... liberals are basically anyone who wants a lot of reform and change, libertarians are a specific political ideology that basically wants the government to have hands off on anything, very low taxes, low defense budget, and basically only provide very basic neccesities with very open laws for drugs, privacy, etc. so basically libertarians are liberals, but most people usually think of liberals as socialists that want the government into everything
