Like a mini skirt for a woman, it provides easy access to the goods. oh yeah and it probably keeps the sweaty nuts cheese at bay!!

Kilt: (n) Easy access dress....but made for a man!!!

Flip it and stick it?

Actually, kilts began right back in the days of ancient greece and were a greek idea, being made from wool. As this later became tunics for them at the time of the roman expansion the celts began to wear kilts and soon incorporated designs to show their clans.

I doubt its to avoid scaring the sheep, they'd have to pull an englishman out of the way to get to one.
