That is part of the water cycle called evaporation.

Steam from your shower, morning mist rising from a lake, and lots and lots of water evaporating from the worlds oceans and lakes. All this water evaporates into the atmosphere, collects into clouds and comes back to earth as rain, snow, hail, etc.
