Getting that permit is going to be a tough one as part of your house is literally co-owned by someone else.

The only people who can answer your question are in your local planning commissions office. Even another office could not give you a definitive answer.

Don't get your hopes up.

With planning permission, sure. However with a semi there may be structural issues at hand that may make this impossible or excessively expensive. You will have to shore up the common wall and protect your neighbor's home against the elements during construction. And then there's the noise factor. Your neighbor will certainly have a major say in this as this will be a major disruption to their life under the best of circumstances.

Semi-detached?? If you mean twin house then the structural integrity of the other house would need to be maintained. Also consider the noise & air pollution issues.
