If the finish you are spraying over is laquer you can sand LIGHTY with # 200 sand paper or higher , ten wip it clean , don,t worry about a little dust thats left the new coat will deslove the dust , makes for a better finish.

So far it seems the answers have validity, although you neglected to include the intent.

I'll analogize my answer this way. Consider a Custom Vehicle; with 20 coats of hand rubbed lacquer. I'd prefer WOOL to any grit sandpaper, and Tac Cloth to remove residue.

Consider also how you define "ROUGHISH"

Then consider the MIL thickness of spray, and that paint; even brushed on; will go into voids, at the same thickness it applies to smooth/higher surfaces.

it will bond to a smooth surface...i have projects that have been sanded to 400 grit and had no problems with the spray laquer finish...

i find it best to spray it on when the surface underneith is just a bit tacky to the touch, if you wait untill it is dry and scuff it, it will take away the deep look, i recomend this especially if your laquering over a custom art work design to keep the effect youve tried so hard to achieve, and the more coats the better
