A UK Dial Before You Dig website, http://www.national-one-call.co.uk gets plans from all the utilities and authorities. When the service contacts some utilities the utility charges up to £60 for a plan, some even charge for telling you that there is nothing there.

Should utilities be charging when the plans will be used to avoid hitting their buried services?

No, because in the long run it will possibly save a lot of unwanted disruption to their services ! ! !

The Utilities have shareholders (it's called Capitalism = look it up) .. the Authorities have 'pet projects', 'political correctness' and 'equality rights' to squander money on .. they can't be expected to extract it all from the Council Tax payers ..

If you don't want to pay, spend the money on a earth mover :-)
