The best stable of all time, in the WWE/WWF has to be The Ministry of Darkness. The best tag team, maybe the APA or the Hardys, LOD, Edge and Christian. With all these things you can only judge them by the matches they were in, and the quality of their opponents.
In WCW, the NWO and the Four Horsemen
In ECW, the Eliminators and the Impact Players
In TNA, the Motor City Machine Guns, AMW and the Naturals

Tag team is hard since they were some greats in the Hart Foundation, LOD, Demolition, The Islanders, The Rock and Sock Connection.
As for the stable in the WWE/WWF I would go with the Corporation or the Corporate Ministry or the Heanan Family or DX or the Hart Foundation.

Well, DX was the best stable. There weren't many of them though. I LOVED the Brood and New Brood. The Ministry was pretty awesome. I can go back to WCW with the NWO Wolfpack. However, DX was the best.
Best tag team ever would go to every attitude era tag team. All of them were good and each one deserves the same amount of credit. Those attitude era tag team matches were awesome!

Hart Foundation
(Bret Hart, Owen Hart, British Bulldog, Jim Niedhart, Brian Pillman)
Bret Hart is one of the greatest name's in professonal wrestling, leading guys like Owen Hart (Younger brother/shadow) who was one of the greatest technical wrestlers in the business. If not for his death Owen would have been world champion 3 times over by now. British Bulldog (God rest his soul) was one of the strongest guys made a great addition. Brian Pillman wasn't a poor wrestler, he just died before reaching his full potential. Jim Niedhart, you couldn't have the Hart Foundation without 2 of the original members. Neidhart is a great character and his gotee makes him all the more colorful. They may have only been around for a few months but this group greatly enhanced Owen and Bret's future status in wrestling. 3 out of the 5 members may be dead but they had the greatest of reasons to form together as a team, 1.) Family Matters 2.) Anti-America 3.) Steve Austin

I said it once and I'll say it again
Hands down, The Hart Foundation.
Bret, Owen, Davey Boy Smith, The Anvil and (later on) Brian Pillman. The sad part is that Vince McMahon is in some way responsible for the entire destruction of The Hart Foundation, both figuratively and literally.
Think about it.
Bret Hart=Screw Job
Owen Hart= *Dead (wrestling accident)
Davey Boy Smith= *Dead (Heart Failure caused by steriods??)
Brian Pillman= *Dead (Heart Failure also caused by steroids?)
Jim Neidhart= Can't think of anything Vince did to him
