Because the braintrust of the Miami Dolphins retained his contractual rights. If you asked me, the guy who made that call is probably on dope too...and should probably be tested.

Miami still has rights to him. So when they finally decide to get rid of a 30 year old weed-addict, they will. They will use him this year maybe, as long as he can pass the physical. But otherwise, he'll have 2-3 years left to play, and I don't know if anyone will take his contract (remember, he owes Miami 8 million) because of his off-field issues.

Because the Dolphins own his rights. They paid dearly for them and he owes them tons of money. He'll be a free agent only if the Dolphins release him. It sounds like they're not going to do that.
One toke and he's done with football for good. Anyone want to wager against that happening?

The Miami Dolphins own the rights to him when they traded for him,one blunder that can be traced all the way back to Mike Ditka

You cannot use Ricky this week because his suspension is not up until after the game this week. He was reinstated, but the Dolphins have stated that they will begin practicing with him on Monday.
