Why IS water wet? Is that what you meant? Four words and you couldn't put them in the correct order?
WET is a term to describe the feeling of ONLY water, not liquids. Dry cleaning does not use water, instead it uses liquid solvents and, therefore, can be called DRY cleaning. Liquid mercury is NOT wet, it is liquid and liquid is a term to describe a state of matter (solid, liquid, or gas) in which there is enough molecular activity to cause the molecules of the substance to bounce off of each other, creating enough space between the molecules that the molecules can no longer maintain a solid state and take on the shape of the container they are in.
Thus, water is wet ... water is a liquid ... but not all liquids are water so not all liquids are wet.

Water is actually one of the least wet liquids in existence. It has a relatively high surface tension which means it beads more so than wets. Being a liquid the particles in question are only loosely linked at the molecular level which allows it to spread out with certain constraints; polar bonds are flexible only to a point.

Because when Humans were establishing a form of communication, they identified things with sounds we now call words. Somewhere long, long, long ago, a Human stuck his hand into the ground into a shimmering non solid spot on the earth, and said "Humm, Wet". Now if you want to know why he said that, I dunno. Ask him.
